Dear Sir Claud,
Many thanks for your letter of the 20th of
August about emasi. The position as to travelling is
very much as I imagined it to be. There is one complica-
tion however, in that Nemazi returned to long Kong on a
Feraian passport.
The position now is that a despatch was sent
to the Governor on the 9th of August telling him not to
relax his vigilance in case Nemazi should re-commence his
trafficking in illicit opium. (The Home Office suspect
him of still being so engaged). In a separate despatch
the Governor was told that the 1924 instructions as to
the withholding of travelling facilities are under con-
sideration. This was to give Sir Malcolm an opportunity
(for which he pressed) of re-opening this question on
Grindle's return from leave. I have now heard from
Sir Malcolm that he will be away during the whole of September and that this question willascordingly
probably stand over till October.
SIR CLAUD SEVERN, K.B.E., C.M.G.,
